(You are technically not supposed to do this judging by the 'no access to Harbor Blvd' signs near the shuttle when leaving Disney), but we were greeted warmly by Disney employees when we were obviously entering from the sidewalk, so it seems generally ok as of this writing - there were very few people doing this while we were there).
